When I finally got Master Neloth to listen to me, he casually gave his vote for me as Hortator. It was clear that he didn't care one way or the other.

I have been named Hortator of House Telvanni by the surviving councilors of that house. When I have been declared Hortator of all three Houses, Redoran, Hlaalu, and Telvanni, I will have fulfilled the Fourth Trial of the Seven Visions of Seven Trials of the Incarnate.

Master Aryon gave me the Robe of the Hortator, an heirloom token of my status as Telvanni Hortator.
